Anthony Mark Cutter is Head of Innovation in Society at the Lancashire Law School at the University of Central Lancashire (UK). He is Editor-in-Chief of the peer-reviewed journal Studies in Ethics, Law and Technology (published by Berkeley Electronic Press www.bepress.com/selt) and Editor-in-Chief of the International Library of Ethics, Law and Technology (a book series published by Springer).

Internationally he has served as a Senior Consultant in Bioethics and Law at and held various visiting fellowships including: the Brocher Foundation (Geneva, Switzerland), the Radboud University Medical Centre (Nijmegen, Netherlands) the Iuliu Hatieganu University of Medicine and Pharmacy (Cluj-Napoca, Romania) and the Section on Bioethics at UNESCO HQ (Paris, France). He serves as Executive Director for European Operations on the board of the Centre for Policy on Emerging Technology (www.c-pet.org)

In addition to qualifications in bioethics, he is a Barrister-at-Law, and holds professional qualifications as a Mediator and an Arbitrator. He has written and lectured internationally on a range of issues within the field of ethics, law and technology. His specialist focus is governance issues, including the governance of nanotechnology and biotechnology. Among his public appointments he is a Governor of the Royal National College for the Blind and was appointed by the Home Office to be a Member of the Board of the National Probation Service (Cumbria).

Currently he is Principal Investigator on the EU projects: Globalising European Bioethics Education (GLEUBE), Advancing Higher Education Access for Disabled Students in Europe (AHEAD-EU), AlcopopTVCulture and When Law and Hate Collide.

From 2007 – 2008 he was Principal Investigator on the ESRC Projects Evaluating and Supporting the Reduction of Offending through Public Value Partnership  and Hang ‘em?  Flog ‘em?  Tag ‘em?  Watch ‘em?  These projects resulted in a combined award from the ESRC and the Youth Offending Service (Cumbria) Alco-pop Culture: Youth + Alcohol = Crime? which explores the links between youth drinking culture and crime.

he has written, lectured and consulted internationally on a range of topics including (but not limited to):

• The Governance of Technologies (including nanotechnology, genomics, pharmaceutics, etc)
• Healthcare in the 21st Century
• Equality and diversity (with a special focus on disability)
• Criminal Justice in the 21st Century (with a special focus on hate crime and surveillance)
• Digital Media and Public Engagement
• Disability and E-Accessibility

He supervises PhD’s in a number of areas and welcomes approaches from potential students with an interest in studying issues through a broad ethical, social, legal lens. His current students have a diverse range of backgrounds including: public health, speech and language therapy, law, emergency medicine, psychology and philosophy. What they have in common is a desire to engage in interdisciplinary research at the highest level.
